Dalil Belkhoudir, a contemporary Algerian-Italian director and visual artist, was born in Annaba on October 17, 1972. After moving to Rome in the late 1980s, he earned a geology doctorate from La Sapienza University in 2000. Active in Rome's cultural scene, he co-founded the cultural association "Politecnico XX Arte," organizing exhibitions across Europe.
Multidisciplinary, he's renowned for monumental art installations and theatrical scenarios, notably at Florence's "Tinda" theater. Recognized as the founder of Italy's Art Action movement, he participated in prestigious events like the 53rd Venice Film Festival (1996).
Dalil has acted in international films like "Daylight" (1996) and "Marquise" (1997). His fine art contributions include exhibitions in Sicily and Rome (1995).
Returning to Algeria, he dedicated his later years to training youth in visual arts. In 2019, he directed the first "green" Algerian film, "Backward," using solar panels. His documentary "Hajar El Bez" won the Grand Prix Golden Forage Award in 2019.
In response to the global cultural halt in 2020, he initiated Algeria's first online short film festival, "Domum Festival," evolving into the "International Digital Gate Festival for Short Film," a continuous success with global participation.
Dalil is the president of the Association of Arts & Cultural Promotion in Algeria and a jury member in various international festivals :

He founded the International Short Film Festival (KIFF), the Italian Cultural Days in Algeria, the Virtual Heritage Museum of Annaba, and co-founded the global platform WeShort in Italy.
A visual arts and cinema teacher at the French Institute in Annaba, Dalil founded CineMag, the first monthly digital magazine for Arab and African short films. In 2022, he co-founded the Cinetour International Festivals Committee in Istanbul, the world's largest festival committee.
Active in international seminars, Dalil fosters global cooperation in cinema. His sustainable projects include "Smart Forest" and "Available Culture." Currently, he's preparing a television series and a feature film in collaboration with European actors.
